How this works is, when you rub the balloon with wool you are transferring electrons from the wool to the balloon, this gives the balloon a negative charge. Water molecules have a positive and a negative pole, so when you bring the negatively charged balloon to the steam of water, the water molecules align their positive side closer to the balloon. A force similar to that of a magnet is then exerted, and you can bend the water with electricity.
